I noticed the following today:
Only 5 orders are executed in the Order Manager. Further orders are rejected because the number of open positions be exceeded. However, according to the preferences, this has not yet been exceeded.
What is going wrong?

Your Trading Threshold is set to 10 open positions. According to what WL8 is getting from the connected broker, there are 10 or more open positions, so the Threshold is being met and it's prohibiting further entries.
Also, the image is cut off just enough to tell that you're looking at the default selections. Click the radio button for Specific Broker/Account to check the settings for your Account (they can be different).
It looks like IB returns “positions” with zero shares? What does your WL8 Accounts tool show for that account?
However, this behavior is new. The system has been running with the settings for almost a year.
We can't see the 10 positions in your screen shot. Do some of them have zero shares in the WL8 accounts tool?
Are you using Build 59 of our IB Extension?
Yes there are zero shares positions.

Something in the Build 59 'fix' to account updates must have stepped on that. You might have better luck dropping back to IB Build 56 as long as you're not doing discretionary trading. If you do, make sure to go back to using "operator timezone" in the TWS API settings.

Do me a quick favor - hit "Request Updates from Brokers" and check if it clears up.
I have already tried it and there was no change.
But, I have now restarted the TWS and now only 5 positions are displayed and new orders are also added again.

I have switched back to version 58 of the Interactive Brokers Extension. Now it works again as expected and all positions are opened.
So it seems to be a problem in the extension.

Observing the same issue: zero positions do influence the shown number of open positions (trading thresholds open positions are unusable right now), especially after restarting TWS while WL8 is still open, please fix
