P.S. Getting a fixed number of bars before refresh is expected (if the market is liquid enough to always have formed them), like the added bars when you leave it streaming.

This may be an IQFeed provider's issue. Since Robert is the expert I leave it to him to decide (but he's out of office).
I spoke with IQFeed and their data appears to be fine

It's good to confirm that but at the risk of repeating, this may be an IQFeed provider's issue in WL8 - not IQFeed's. Team has been trying to identify the real cause of the issue affecting you.

The issue is the extra 1800 bar (and the 1805 bar) when the market starts trading again after the break. I'm not sure what we can do about that since it's controlled by the timestamps and ticks sent by IQFeed.
Can you get an IQFeed Time-of-Sales report with timestamps for the restart of that session at 1800? Presumably there was a tick that occurred precisely at 18:00:00.000000 or a microsecond before that.

To troubleshoot this for you, I need a Time of Sales report that shows every tick that occurred and exactly the time it occurred to the micro-second. IQFeed provides this data to subscribers. Export it and send it to my email.
Incidentally, for Wealth-Lab to be creating bars after 17:00 means that you don't have the Markets and Symbols set up correctly.
