I'm trying to learn how to run strategies in WL using strategy monitor. One strategy triggered and it kept trying to submit an order after the first one was filled. Also why the order is triggered and filled on a Sunday? is that because it's a dummy account?

The trigger is based on the scheduled run for At-Close orders on 1/11/2025, Saturday, which isn't correct for Market: US Stocks.
The repeat orders are also an At-Close processing bug, possibly due to the error response for buying power. We'll get this corrected and hopefully tested early next week.
