Denis, we haven't changed the installer in B20. So far looks like it's something specific to your computer.
Try searching google for a solution to this condition.
It turned out to load build 20 and ChartPatterns. It was like this: I clicked on the WL8SetupB20B.exe file, the white window indicated above appeared, waited 6 minutes, a normal window appeared and updated. Similarly, the WL8ChartPatternsB6.exe file was loaded with the same delay.

I've never seen that happen personally with our install, but when I do see things like that happen in Windows it's because of a network drive that it's trying to connect to but no longer available.
