Is there a place I can find instructions on how to use the many different aspects of the extensions? A help file or something like that? I would guess a description of the Time of Day block would answer my question.

As a rule, all extensions integrate their online user guide straight in the Help (F1). Not every little piece like Block is documented, though. Blocks are self-descriptive so documentation is not required.
