I do! Using VMware Fusion and a default Win11 install (unregistered, free), and I downloaded WL8 using Edge browser inside Windows and everything just works. Plenty fast enough for my needs, even tho my Mac is only an M1 Air. Haven't run into any problems, except that I can't COPY/PASTE from anything in VM over into the Mac, they have separate pasteboards I guess. Maybe there's a solution for that, but instead I just keep a Google Sheet open in both Mac and VM and I paste stuff I want into there to go back and forth. So far good enough.

Trying to download Vmware fusion from broadcom's site, below. After creating an account and finding vmware fusion 25H2 or 13.XX and clicking on the download icon it pops: "Prior to downloading this file, additional verification is required. Proceed?"
On the compliance page I accept and fill my address, it accepts it and it returns me back to the download page. Clicking on the download icon repeats the same popup message, in an endless loop. Tried other browsers. Any idea to to download/overcome this loop?

I can't try to recreate your difficulties at the moment, but I can say my downloaded file was called "VMware-Fusion-13.6.4-24832108_universal.dmg" and I pulled it down via Safari back in Septemeber 2025. I don't recall having to swear to anything too important (promise of first child if not in compliance, etc) in order to obtain and run the installation. Whatever I did just worked and I don't remember specifics. I may or may not have done any updates since then (re: VMware OR Win 11); again, not certain, I don't log such efforts. Good luck.
Update: I was able to download, but only after using a "corporate" email address, not Gmail, for example.
My M4 MacBook is running very hot with Windows 11. Never had this issue before.
I really welcome porting WL8 to MacOS. Running in a VM is clunky and stresses the cpu.
