Greetings!

Is it possible to use two transaction weight blocks, for example, symbols with the highest RSI and symbols with the highest or lowest ROC? (I'm not sure how nonsensical that might be.)

If so, how does Wealth-Lab calculate these two different weights?

No everything must be boiled down into one Weight indicator, but you can use a custom indicator as a weight. That’s where you could combine indicators and come up with some kind of calculation to prioritize them.

And exactly how is that suppose to work? Are you going to sum the two weights together to form a composite weight and use that?

You can probably do that with code. I doubt you could do it with blocks without some custom coding by the developers. I wouldn't over think this problem. Get something simple working first.
