My strategy is designed to open Percent of Equity positions (50 %) on its own specified Starting Capital (USD 15000) and specific margin of 1.2, but Strategy Monitor is sending orders valued USD 19000.

Even in the other strategies I am running in the Strategy Monitor with Percent of Equity of its own Starting Capital, instead of the real account capital, with advanced position sizers are creating larger orders that look like are considering the account value instead of the strategy starting capital
We don't have a "percent of starting capital" position sizing selection. If you want something like that the best approach would be to use Fixed Value of 7,500 (15,000 / 2).
Why wouldn't you use the option for the real Broker Account value?
If you don't do that, the sizing for new is based on the current backtest equity... which can be far greater (or less) than the Starting Capital.
