Just because there's a holiday doesn't preclude that the strategy trades [hypothetically] on that day.
It's the other way around - there should be no data on holidays because the market doesn't trade that day.
Summarizing, market holidays are used in various calculations, and a strategy can access them to determine if it needs to plan ahead for something, but if there's data, the strategy can absolutely trade it if you don't prevent it in the strategy logic.
