If I pull up a chart using hourly data for a stock from IB pre/post not filtered and add a strategy, the signals are shown on the chart.

Rename
There's an open backtest position. However, you [must have] enabled Preferences > Trading > Use Live Positions.
With that option, if the selected account doesn't own that position, it's removed from the backtest for Streaming Charts and the Strategy Monitor.
If you want to see the same backtest with Streaming, disable Live Positions and click the lightning bolt button to run the strategy (or wait for the hour mark).
