When I close the SM then reopen, all of the strategies I had added are gone. Shouldn't they be saved in the SM?

No they’re not. However if you save your Workspace and then open it again the Strategies will be there.
It's even documented in the Help as follows:
QUOTE:
Saving the Strategy Monitor Setup
Save the configuration of the Strategy Monitor by creating and saving a Workspace. Update and save the Workspace when you make changes.
