Depending on the provider, some cell providers can send an SMS via a specially configured email, and WL Strategies can send emails. This worked for me with my provider, AT&T wireless.
And how can I send an email via WL?
You'd have to use the SendEmail method in a C# Strategy, check the example code in the QuickRef.

BTW to stay usable and avoid having to input the mail server settings again and again, such Block would require exposing a page in WL's Preferences. So I wonder whether this is really really necessary to invest effort into duplicating of DrKoch's extension's existing feature.
I don’t think it would need a special page, it could contain bespoke logic to preserve the settings automatically.
