I saw and now cannot find that one can save a file to Template which is what would appear when I open a new strategy from code.

Rename
By "template" if you're referring to Strategy Import and Export then see the WL help section titled "Strategy Import and Export"
An editable template which appears when you open a new C# Strategy was a WL6 feature.
It's here in the Edit menu...
