Is there a way to capture the portfolio at a date, and then use it as the starting point when the strategy was implemented. In this way if you had strategy that could have multiple results you could go back and see what was executed at any point in time.

Could you elaborate on the idea and what's on your mind when saying "multiple results"? Is this close to a tool we had in WL6 called the Portfolio Inspector?

Set Transaction.Weight so that your backtest results will always be the same.
