When I export/import a strategy from the "WL.com Published Strategies" folder, the strategy is locked. In the strategy window, the lock/unlock button is not visible when viewing the imported strategy. Is this by design? If I clone the strategy, then the lock/unlock button is visible. In the strategy xml, this appears to be controlled by a IsWLComPublishedStrategy.

Yes you cannot modify Strategies published to WL.com.
