Strategy Settings stopped working for me after upgrading from build 31 or so to 41. I updated all the extension to latest revision. Now I only get daily and it loads all the daily data back to 1996.
However the everything works fine using chart with applied strategy.

1. First of all, have you tried restarting WL7?
2. What data providers do you have checked on Data Manager's Historical Providers tab? The screenshot suggests data collection. For example, if using IQFeed and suddenly Alphavantage goes on top (or IQFeed subscription becoming inactive) it would consume much more time to backfill the data.
3. Highlighting the DataSet with 1-min BBY, is the data there?
4. What data related error messages can be seen in the Log Viewer (Tools menu)?

The 1st time I run back test it takes a really long time to load the data and then it starts working normally.
Yes. I restarted my computer and WL7.

What is the intraday provider and is the extension up to date?
Yes I did a complete update and restarted computer. It happen after updated and I thought maybe a setting needed to be set. I did encounter an issue on Monday when I updated to build 40 and did not have IQFeed updated. But that also impacted real-time daytrading. Now it is just back testing that is slow.
I just found out our cable had a filter installed due to noise, but that is also fixed and speed has not changed.
It seems like instead down loading the N recent bars it is downloading a large amount of data for back testing.

I just tested IQFeed backtesting intraday at my end and it was downloading the proper number of intraday bars based on the Data Range set to Max Bars. With some recent changes, it might a a little bit more than previously, because we added some logic to ensure that enough data gets downloaded to account for pre/post market bar elimination, but even so, subsequent runs should used the cached data and only download updates.
ok. I'll keep poking around and maybe it will go away with the next update. I found it gets stuck on the last symbol when I run a dataset update.
It sits on the last symbol for 10min. Then when I take the symbol from the updated dataset and drag it into the backtest chart it also gets stuck for a while. So even the updated dataset does not backtest at the speed previously.

For some reason it is back to normal. I also loaded up a 2nd computer and that works too.
Could have been a temporary issue with the DTN IQFeed service.
After further debug, I found back testing works fine during trading session, but before of after market it gets stuck loading data. I loaded latest IQfeed and updated all extensions etc. Data Manager and updating works fine. How do I know if IQfeed is being used after or before market in the back test?
I'm thinking there is a setting some where that changed and I can't figure out how to get it working again.

Another observation is the position scroll indicator does not show up during live testing. When it works before/after market I see the position scroll indicator in he chart.
