Using WL 8, build 101, the Fundamental Extension build 16 will not install. Even if you exit Wealth-Lab and download from the extensions page, it will still not install. I used Process Explorer indicated that the DLL was not in-use during install.

Yet for me it worked - a first-time production install.
Try deleting your previous WealthLab.Fundamental.dll file. See if the system complains. (A machine restart might help too.)
