This is the right option. What do you mean it does not change anything? Please explain your problem more clearly, with as many facts as you can think of.
in w6 at rules based strategies it was called "multible open poitions allowed"

"Max open per Symbol" (a PosSizer option in WL6) and "Multiple open positions" (Rule-based) served totally different purposes. In WL7 the checkbox is on top:
