The DrawHint tooltip always appears as expected when either the vertical line or cross hairs are active. However, if they are not active, then the tooltip will not show. I'm running WL8 Build 99.
Several WL8 versions back, the DrawHint tooltip would show when the vertical line wasn't active, but that showing was delayed by one second. (That was an interesting feature.) But now it won't show at all when the vertical line or cross hairs are not active.
