When trying to refine or debug WL7 code for signal errors, etc., , it is often useful to check parameter values on the chart simply by hovering over elements. This worked well in WL6, even for OHLC values of external symbols, but is limited in WL7.

You might have noticed that WL7 has an area which already shows external symbol's Close price. So we'd rather have to make it show OHLC to stay in line with the WL7 design. A popup isn't necessary.

That's one solution, but bear in mind that since the indicator labels stack horizontally, it doesn't take many before the pane real estate can become obscured in a way that negatively impacts usability, i.e. in cases where a strategy may require several panes, users have to continually resize panes so that the labels don't obscure the chart — a situation that is avoided with a popup. Nevertheless, the priority objective is to be able to see those values to aid with strategy analysis.
