I switched between "use legacy calculations" on and off. Same result.

No, you need not restart, the change will take effect the next time you run the Candlestick Evaluator.
So, the Legacy calculation is finding fewer NSPs than the new calculation, I'm seeing the same thing. This is one of the reasons why we worked on the new calculation method.
