Add-Ignore-entry-Order-if-already-has-open-Position-in-symbol-to-Trading-Thresholds

Please add the a new option to ignore a new EntryOrder (QuotesTool) for a symbol which there is already an open position in the same direction. That would help a lot, when dealing with MetaStrategy.
