In offline mode, have enough cached data to run a C# strategy. Despite that, WL8 keeps erroring with "Need to load data".
Even if I reduce the number of bars to something small like 500 bars and data scale I know is cached.

Depends on market hours and instruments which is completely missing from your report post.
I never had to worry about market hours, etc. Once it's offline, it's offline.
It will use just the cached data. Which is present. For that timeframe.

I wasn't able to reproduce it with my setup. I turned on Offline Mode, opened my Strategy, and it backtested using the cached data. Can you show us what Historical Data Providers and Event Providers you have enabled?
