Is WL using a server-side technology ? That is, users can leave the computers off, and the once the algo systems is running, users can close the platform and turn off computers. (server side techology platform has dedicated servers that continue to run and orders continue to be executed on dedicated servers).

Yes, if you leave WL running on your own server (bare metal) or as a cloud solution (VPS, AWS/EC2 etc).
Does that mean I need 2 WL accounts, one to run the algo on the server, and another one to do my development on my pc?
No, you needn't. As per the FAQ: If I purchase Wealth-Lab can I use it on my laptop as well as my desktop?
