Is there a way to see which strategy has generated a a signal on a particular security from all the strategies in my/ a users Strategy Monitor? w/in a date range?

There isn't, and I hope for the better. Overloading the GUI with unnecessary options always comes at a price. Can't you find them in the Order Manager with the symbol filter?
