Does WL7 support multi-monitor configuration? If not, are there any plans to support it?

Yes, it supports multiple monitors. Choose "New main window" (Ctrl-Shift-W) from File menu. Each "main window" (a.k.a. Workspace in WL6) can stick to a different monitor as hold as many child windows as fits the screen.
