I want to be able to specify on which panel this or that indicator will be drawn.
Because when I build an indicator from an indicator that has its own scale that is incompatible with the price, it is drawn directly on the price chart and breaks the scaling, making the candles unreadable.
I can change render panels via code. But this is inconvenient, as it makes the strategy inaccessible for editing through the Strategy Builder. You have to constantly re-save it.

That's right, it happens because the EMA is coded to be plotted on the Price pane by default. However, it works well generally and thus isn't meant to be user controlled.
But since one can choose the name of the pane when designing a custom Indicator with built-in wizard, this could be a workaround for you. Replace that IndOnInd with the custom indicator which is basically the EMA of RSI and assign it a custom pane name.
