Of course there is a way to create this in C# code but you're probably looking for a Building Blocks solution. If my understanding of what you just described is correct, then this condition from the PowerPack (https://www.wealth-lab.com/extension/detail/PowerPack) together with built-in Qualifier is what you're looking for?
