Add a checkbox for data set or data provider to allow only single thread data update

This is not meant to be user-configurable and shouldn't be a feature request (removed).
1. Certain data providers cannot make parallel data requests and they are made to operate in single thread mode: Finam from the Russia extension is an example that stands out.
2. Many data providers adhere to a rate limiting policy and their requests are already throttled under the hood.
3. The majority of data providers do not need to be limited to single thread.
